Homa Bay Governor Gladys Wanga has terminated the employment of her Chief of Staff, Charles Odhiambo, following allegations of gross misconduct involving junior staff members.
In a letter dated March 28, 2025, Governor Wanga cited Odhiambo’s failure to uphold the Constitution of Kenya, the Leadership and Integrity Act, and the Public Service Code of Conduct. The letter emphasized that public officers must adhere to the principles of good governance, integrity, and accountability as outlined in Articles 73 and 232 of the Constitution.
“I take great exception that your recent conduct, through your acts of commission and/or omission, amounting to gross misconduct, unethical conduct, and/or insubordination, has brought disrepute and dishonour not only to your office but most regrettably to the County Government of Homa Bay,” the letter stated.
The dismissal comes amid leaked screenshots of a conversation allegedly between Odhiambo and a junior staff member, which surfaced online, further fueling public outrage. The messages, which have been widely circulated, suggest inappropriate exchanges that may have contributed to his termination.
Governor Wanga declared that Odhiambo’s continued service was no longer tenable, leading to the immediate termination of his contract. As per the terms of employment, he will receive his salary up to the date of termination, one month’s pay in lieu of notice, and accrued gratuity. He has also been instructed to return all county government property in his possession.
The move highlights the county government’s commitment to upholding ethical standards in public service.
Governor Wanga has reiterated her administration’s zero-tolerance policy towards misconduct and has urged all county employees to adhere strictly to the principles of integrity and accountability.
