General Service Unit (GSU) Commandant Johana Kiplangat Tonui has been promoted to Senior Assistant Inspector-General of Police (SAIG), days after a Court of Appeal ruling cleared the way for promotions within the National Police Service.

Tonui is among six senior officers elevated to the rank by Inspector-General of Police Douglas Kanja following the court’s October 16, 2026, judgment on the powers to recruit and manage uniformed police officers.

Other officers promoted to the same rank include Internal Affairs Unit Director Paul Maingo Mumo, National Police Service Director of Operations Philip Achola Opiyo, DCI Director of Operations Samson Kiptum, National Criminal Investigations Academy Commandant Ibrahim Jilo and Security of Government Buildings Commandant Aggrey Shamala.

The promotions followed a ruling by the Court of Appeal dismissing challenges filed by the National Police Service Commission (NPSC) and the Law Society of Kenya over the recruitment and management of uniformed officers.

The three-judge bench ruled that the Inspector-General has independent command over uniformed police officers, including matters relating to their employment, deployment and promotion. The commission’s mandate over recruitment and promotion applies to civilian staff within the service.

The dispute had stalled promotions, with officers awaiting career progression as the legal battle over the respective powers of the Inspector-General and the commission continued.

According to reports by the Daily Nation, 1,948 police officers have since been promoted following the court decision, with further promotions expected as the National Police Service fills vacant positions.

The NPSC has, however, indicated that it intends to challenge the Court of Appeal ruling at the Supreme Court.

Tonui’s Career

Tonui was appointed GSU commandant in June 2026 after serving in the Directorate of Operations within the Kenya Police Service.

He also previously served as Director of Wildlife Security at the Kenya Wildlife Service.

The senior police officer holds a Master of Arts degree in Leadership and Security Management from Kenyatta University. He also holds the Head of State’s Commendation (HSC).

The Senior Assistant Inspector-General rank is one level below Deputy Inspector-General, placing Tonui among the senior officers in the National Police Service.

Inspector-General Kanja has urged promoted officers to uphold professionalism, integrity and accountability, noting that career advancement comes with greater responsibility in serving the public.
