Health Service Cabinet Secretary Aden Duale is confident that the courts would support the state in the current court tussle over the Health Cooperation Framework between the Kenya-US. He reiterated that their pact is aimed at improving, not injuring, the Kenyan health system.
In a statement released on Sunday, 14th December 2025, Duale elaborated that “the bilateral agreement is a step in the right direction and a progressive move that seeks to make improvements in the health infrastructure, training opportunities, as well as provide Kenyan doctors with international experience.”
“I am confident that the courts will uphold the position of the government with respect to the health framework between the governments of Kenya and the USA,” Duale is quoted as saying in a statement.
These statements were made just a few days after the High Court stayed the implementation of the agreement pending the hearing and determination of a petition about its legality.
“The framework would improve medical training, capacity building, and technology transfers, which would ultimately improve public health,” asserted Prof. Duale.
This was contained in a statement issued by the CS when he was presiding over a thanksgiving event at Habaswein Primary School in Wajir County, organized to commemorate the appointment of Mohammed Aden Abdi as a commissioner in the Salaries and Remuneration Commission (SRC) by President William Ruto.
In an address to residents and local leaders, Duale congratulated Abdi on his appointment, charging him: “You must carry out your work with integrity, with diligence, with a passion for public service.”
During the event, the Health CS also warned health facilities and any individual involved in the creation of fake medical information that the ministry would take legal measures against such individuals.
“The Ministry of Health will not condone any episodes of cheating or corruption in our hospitals. Those who cheat by manipulating medical information will face prosecution,” he said.
Additionally, Duale commended the leadership of President Ruto for ensuring that reforms initiated by the Bottom-Up Economic Transformation Agenda were making a positive contribution to the revival of the health care system in the country.
Residents of Wajir took the opportunity to reiterate their support for the government, citing continued investment in infrastructure development as well as enhanced health care services for the region.
This event was graced by the presence of various senior leaders such as Principal Secretary Ahmed Abdisalan Ibrahim, Senator Ali Roba, MP Mohammed Adow, Fatuma Gedi, Chairperson of SRC Sammy Chepkwony, and Teachers Service Commission Commissioner Sharon Kisire. It is expected that the court would issue more directions on the health cooperation agreement that is suspended in the coming days.
