CS Kabogo Launches Data Protection Strategic Plan

Information, Communications and the Digital Economy Cabinet Secretary William Kabogo on Friday officially launched the Office of the Data Protection Commissioner (ODPC) Strategic Plan 2025–2029 and inaugurated the ODPC’s Nyeri Regional Office at Dedan Kimathi University of Technology (DeKUT).

The launch marks a significant step in strengthening Kenya’s data protection framework and reinforces the government’s commitment to safeguarding digital rights and enhancing public trust in the digital economy.

“The Strategic Plan reflects the overall commitment of the government to promote data protection in the country,” said CS Kabogo. “Its implementation will significantly boost Kenya’s position as an ICT hub and investment destination, while safeguarding the rights of our citizens.”

The five-year strategic document outlines a comprehensive roadmap for regulating personal data processing, enforcing compliance among data handlers, and educating the public on digital privacy.

The ODPC, established under the Data Protection Act, 2019, plays a critical role in enforcing privacy laws and ensuring that individuals’ personal information is protected in line with national and international standards.

CS Kabogo emphasized that the Ministry of Information, Communications and the Digital Economy (MICDE) is committed to supporting ODPC’s mandate by facilitating the development and domestication of necessary laws, regulations, and conventions around data privacy.

“This will reflect the government’s commitment to safeguard the digital rights of the citizens and reinforce public trust in the digital economy,” he added.

During his visit to Nyeri, the CS also toured the Communications Authority of Kenya (CA) regional office, where he commended staff for the high quality of service delivery.

He was accompanied by ODPC Data Commissioner Ms. Immaculate Kassait, Postmaster General and CEO of the Postal Corporation of Kenya Mr. John Tonui, ICT Secretary for Security and Audit Control Mr. Emmanuel Kimeu, and ICTA Board Director Mr. Savio Wambugu. Also present were DeKUT Vice Chancellor Prof. Eng. Peter N. Muchiri, Nyeri County Commissioner Ronald Mwiwawi, and other senior officials from government and academia.

The launch of the Nyeri regional office is expected to decentralize data protection services, bringing regulatory oversight and public engagement closer to citizens and organizations in the central region.
