National Police Service Inspector General Douglas Kanja on Wednesday, September 30, 2026, joined President William Ruto and other African leaders for the groundbreaking ceremony of the Dangote East Africa Petroleum Refinery and Petrochemicals Special Economic Zone in Mokowe, Lamu County.
The landmark project is expected to play a significant role in Kenya’s economic development, create employment opportunities and support industrialisation across the region.
Speaking during the ceremony, President Ruto said the refinery would contribute to regional economic transformation and create more than 60,000 jobs for Kenyan youth. He also said the project was expected to contribute to lower fuel prices across the region.
The National Police Service reaffirmed its commitment to providing a secure environment for economic activities and protecting critical national infrastructure.
The Service said it would continue safeguarding strategic transport corridors, key installations and other infrastructure considered vital to Kenya’s economic progress.
Kanja attended the ceremony alongside Deputy Inspector General of Kenya Police Service Eliud Lagat, Deputy Inspector General of the Administration Police Service Gilbert Masengeli, and Director of Criminal Investigations Mohammed Amin.
The event was attended by Ugandan President Yoweri Museveni, Benin President Romuald Wadagni, Togolese President Jean-Lucien Savi de Tové, Ethiopian Prime Minister Abiy Ahmed Ali, former Nigerian President Olusegun Obasanjo and Dangote Group CEO Aliko Dangote.
