The Panel of Experts on Compensation of Victims of Human Rights Violations has processed 1,083 claims as part of an ongoing programme to compensate victims of demonstrations, public protests and related incidents.
The Panel said the claims cover fatalities, injuries, sexual violence, economic losses and other recognized forms of harm. It noted that compensation is being undertaken on a rolling basis, with each claim undergoing verification, authentication and categorization before a payment decision is made.
Small and informal business owners affected by disruptions to their livelihoods have also received attention, with 139 verified economic-loss claims settled so far. The assessment considers evidence including business records, police reports, photographs and witness statements.
The Panel has further approved 100 claims involving uniformed officers who suffered human rights violations during the period under review.
It also reclassified two claims, one civilian and one involving a uniformed officer, after reviewing medical reports and additional submissions. The two victims were approved for above-scale compensation, with the Panel recommending their inclusion in a government-funded lifetime medical scheme.
Meanwhile, the Panel said it has complied with court directives in Petition No. E488 of 2026 by ring-fencing KSh105 million from the compensation fund for victims of torture and enforced disappearances.
Phases IV and V are currently undergoing processing, while total programme disbursements had reached KSh1.014 billion at the reporting point.
The Panel reaffirmed its commitment to a victim-centred process aimed at restoring dignity and supporting national healing.
