The five appeared in a Nairobi court accused of conspiring to steal public funds through fake medical claims. All pleaded not guilty to the charges on Thursday, October 30.
Court documents indicate that Ingasira and his co-accused, who are senior officials in a private clinic in Homa Bay County, allegedly collaborated to file fake medical claims under the government’s health scheme from October 2024 to March 2025.
The prosecution listed ten counts facing the accused persons, including conspiracy to defraud, abuse of office, misappropriation of funds, and falsification of health information.
Four of the accused face additional counts of acquiring and using proceeds of crime linked by investigators to over Ksh17 million in fraudulent payments.
Ingasira was arrested on Wednesday in Naivasha as part of the wider investigation in the SHA scandal.
The detectives say that he played a key role in approving questionable claims filed through a clinic based in Oyugis.
His arrest comes as the EACC continues to pursue other individuals connected to the case, including former SHA chief executive Elijah Wachira, who served before Ingasira and is also being sought for questioning.
In November 2024, Ingasira took over as acting CEO following the suspension of Wachira. He held the job until April 2025 when he was replaced by the current SHA boss, Dr. Mercy Mwangangi.
