With just four days remaining before the end of the 2024/25 financial year and the National Assembly scheduled for a short recess this week, MPs have approved a motion to shorten the publication period for the Supplementary Appropriations Bill III from seven days to one.

The decision, made during a sitting of the August House, aims to expedite the passage of Supplementary Budget III before the recess and fiscal year deadline.

The bill, formally known as the Supplementary Appropriations (No. 3) Bill, 2024, seeks to regularize expenditures already made under Article 223 of the Constitution, which allows the government to spend money outside the budget under certain conditions.

“This House resolves to reduce the publication period... from seven days to one day,” the chair of the Budget and Appropriations Committee Samuel Atandi said during the motion’s presentation. “With less than four days left and the House going on recess, we must process this bill to align existing expenditures with the law.”

Majority Leader Kimani Ichung’wah seconded the motion, stressing the urgency of ensuring the bill is passed before the financial year ends. “We have no time to lose,” he said.

Supplementary Budget III outlines adjustments to government spending, including reallocations and funding cuts already actioned by the Treasury. A breakdown of these changes has been shared publicly, including via social media platforms.
