President William Ruto has announced a sweeping set of reforms aimed at tackling corruption and improving transparency within the Kenyan government.
Addressing newly appointed Cabinet Secretaries during their swearing-in ceremony, President Ruto outlined a series of measures designed to overhaul public sector operations and ensure greater accountability.
To address payroll fraud and eliminate ‘ghost workers,’ the government will implement a Unified Personal Identification system. This system will integrate personnel data across all government arms and constitutional commissions, ensuring accurate and efficient management of public employees.
Mandatory Vetting and Wealth Declarations
A new legal and institutional framework will be introduced for the continuous vetting of all public officers. This framework will centralize wealth declarations under a single office, enhancing oversight and transparency in public service.
Swift Legal Action Against Corruption
President Ruto emphasized the need for expedited justice in corruption cases. The Cabinet will amend statutes, including the Evidence Act and the Criminal Procedure Code, to ensure that corruption and economic crime cases are investigated and prosecuted within six months.
Enhanced Protection for Whistle-Blowers
To encourage reporting of corruption and economic crimes, the government plans to amend the Witness Protection Act. The reconstituted Cabinet will explore ways to improve incentives and protection for whistle-blowers.
Zero-Based Budgeting and Digital Transparency
Starting with the 2025/26 financial year, a zero-based budgeting system will be adopted to reform government expenditure. Additionally, the use of information and communication technology will be expanded to digitize procurement processes, reducing opportunities for corruption and conflict of interest.
Reformed VAT Refunds and Support for Local Manufacturing
The President also announced plans to overhaul the VAT refund process to enhance transparency and accountability. Furthermore, legislative measures will be developed to support local manufacturing, value addition, and job creation by limiting imports of products that can be competitively produced domestically.

President Ruto concluded by urging the new Cabinet members to prioritize the needs of Kenyans above all else. He affirmed his commitment to supporting their mandates while underscoring that his backing is contingent upon their adherence to accountability and service excellence.
“The women and men appointed today have embarked on a mission that cannot and must not fail,” President Ruto stated. “We stand at the beginning of a new chapter in governance and development. Let us work together to deliver on our promises and ensure the best possible services for the people of Kenya.”
