The Senate has officially opened public participation on three critical Bills that seek to guide the allocation of national resources to county governments for the 2025/2026 financial year.
The Equalisation Fund Appropriation Bill (Senate Bill No. 7 of 2025), the County Governments Additional Allocations (No. 2) Bill (Senate Bill No. 8 of 2025), and the County Allocation of Revenue Bill (Senate Bill No. 9 of 2025) were tabled for First Reading in the Senate on Friday, June 27, 2025.
The Bills have since been forwarded to the Senate Standing Committee on Finance and Budget for review.
As part of the legislative process, the Committee is inviting members of the public to submit written memoranda expressing their views on the proposed laws, in line with Article 118(1)(b) of the Constitution and Senate Standing Order 145(5), which emphasize the role of public participation in lawmaking.

The Equalisation Fund Appropriation Bill proposes to release funds from the Equalisation Fund to support provision of basic public services in underserved areas during the upcoming fiscal year.
The County Governments Additional Allocations Bill outlines the framework for distributing conditional and unconditional allocations—including development partner funds—from the national government to counties.
Meanwhile, the County Allocation of Revenue Bill details how nationally collected revenue will be shared equitably among Kenya’s 47 county governments.
Members of the public are encouraged to submit their memoranda by Friday, July 4, 2025, at 2:00 p.m. Submissions can be hand-delivered to the Clerk of the Senate at Parliament Buildings, Nairobi, mailed to P.O. Box 41842-00100, Nairobi, or emailed to clerk.senate@parliament.go.ke with a copy to financebudgetcomm.senate@parliament.go.ke.
