In a compelling address to scholars, policymakers, and global leaders at Italy’s LUISS School of Government, President Ruto unveiled a sweeping vision for Kenya that blends ambition, innovation, and resilience to craft a nation fully prepared for the challenges and opportunities of the 21st century. 

The President’s speech laid out concrete strategies poised to transform Kenya into a dynamic, competitive, and inclusive economy at the heart of Africa’s rise.

In his speech, President Ruto started by explaining the context of today’s world and Kenya in particular: a time characterized by volatility, technological changes, climate issues, and uncertainties. In such times, states have no option but to reconsider their governance approaches as well as ways of serving their citizens.

The Kenyan response to all this is through reforms and investment in infrastructure, people, and digitalization.

There are three revolutionary pillars of the change in Kenya. To start with, there are plans of doubling the number of roads in Kenya in addition to upgrading ports and airports in order to enhance integration and economic activity.

Secondly, there are plans to revolutionize agriculture by building massive irrigation systems, which involve constructing mega dams (over 50 mega dams), thus unlocking thousands of acres of arable land in Kenya.

Thirdly, there are plans to triple the energy production within the next seven years to make sure that energy will be available for industries as well as digital solutions. In Kenya, over 90% of the electricity currently produced comes from renewable sources.

“Industrialisation requires energy that is reliable, affordable, and sufficient to match the pace of enterprise,” President Ruto underscored, highlighting the government’s determination to leverage innovation and public-private partnerships, ensuring projects are financially sustainable without further burdening public debt.

The speech also featured Kenya’s rise as Africa’s “Silicon Savannah,” showcasing homegrown technological breakthroughs like M-Pesa that have revolutionized everyday life, and reaffirmed the government’s goal to make public services more accessible and transparent through digital means.

Most importantly, the President contextualized Kenya’s dreams within the broader context of Africa’s rebirth. He urged for increased collaboration based on co-creation and co-production as opposed to extraction and investments that create employment and add value in the continent.

The AfCFTA was identified as one of the avenues that will allow exploitation of a market of 1.4 billion consumers valued at about $3.7 trillion.

However, the President did not shy away from challenging existing global structures. He highlighted the “structural biases in global risk assessment” that impose exorbitant borrowing costs on African countries, calling instead for a “fairer and more responsive financial system” to unlock affordable capital and accelerate development.

On tackling climate change, President Ruto outlined that Kenya’s strides in its quest for a cleaner energy future are “both an environmental necessity and a huge economic opportunity” and called on the international community to back up its aspirations with reforms, more money, and investment in its projects, which are crucial in promoting green industrialization across the continent.

In geopolitics, President Ruto gave a clear statement supporting the urgent need for reforms at the UN, especially concerning the permanent inclusion of Africa within the Security Council membership. “It is simply unacceptable that a just and legitimate international order should ignore the views of the 54 African nations,” he said.

In his closing remarks, President Ruto expressed resolute confidence in Kenya and Africa’s ability to confront challenges head-on as partners ready to shape their future.

He appealed directly to the world for genuine partnership grounded in solidarity and action. “What we ask of the world is straightforward: partnership that recognizes our potential, and solidarity that translates ambition into action,” he affirmed.
