Ruto Eldoret State Lodge KRA

President William Ruto has signed into law amendments to the Kenya Revenue Authority (KRA) Act, introducing changes to the authority’s board composition and governance.

The new law grants the Managing Director of the Kenya Ports Authority (KPA), currently Captain William Ruto, a seat on the KRA board to strengthen coordination between the two state agencies. According to a National Assembly brief, the move recognises the close relationship between port operations, customs administration and revenue collection, which are essential to the country’s trade and logistics systems.

The amendment is intended to improve efficiency by integrating port operations, customs activities and logistics tracking, allowing the two institutions to work more closely.

“This is an efficiency measure due to the co-dependent nature of the operations of both the Kenya Revenue Authority and the Kenya Ports Authority,” the National Assembly brief stated.

Ruto assented to the Kenya Revenue Authority (Amendment) Act, 2026, at Eldoret State Lodge in Uasin Gishu County on Friday, October 16. The legislation also changes the classification of KRA board members by providing for substantive membership, removing the ex-officio designation from relevant provisions.

It further revises the legal framework governing board membership, tenure and termination concerning the Principal Secretary for the National Treasury, the Attorney General and the KRA Commissioner General.

Parliament passed the Bill on October 7 after it was sponsored by National Assembly Majority Leader Kimani Ichung’wah. The KRA board is chaired by Ndiritu Muriithi, while Adan Mohamed serves as Commissioner General.

Other officials involved in the authority’s governance include Attorney General Dorcas Oduor and Lawrence Kibet, who serves as an alternate director representing the National Treasury Principal Secretary.

The board also comprises independent directors Hadi Sheikh Abdullahi, Richard Boro Ndung’u, Lydia Cherono Rono, Risper Olick, Ashif Kassam and Shimaka Leonard. Paul Matuku, the Commissioner of Legal and Board Services, oversees board administration and corporate governance matters.
