Passaris Puts Protest Bill on Hold Amid Public Backlash

Esther Passaris, Nairobi Woman Representative has stepped back from pushing forward her proposed protest legislation, pausing its progress just a day before the Saba Saba commemorations.

In a statement released on Monday Passaris explained that  she had decided to pause on the pre-publication of the Public Order (Amendment) Bill 2025.

She also cited recent calls by the National Council of Churches of Kenya (NCCK) urging leaders to listen more and seek consensus over divisive issues.

“As we reflect on the meaning of Saba Saba and the country’s journey toward democracy, I’ve chosen to take a step back, this  is a chance to open up the conversation and bring more voices to the table before moving forward.” She said.

The bill aims to restrict demonstrations within 100 metres of state offices including Parliament and the State House, it  also proposes stiff penalties for violators, including fines and possible jail time.

Passaris defended it but also said she would  invite wider public engagement before revisiting the proposal. And also challenged the church to promote peaceful civic action and respectful dialogue among citizens

She called for calm and responsibility as Kenyans prepare to mark Saba Saba Day, which commemorates the 1990 protests that marked a turning point in the fight for multiparty democracy in Kenya.
