A Nairobi City Water and Sewerage Company (NCWSC) employee has been ordered to pay KES7.54 million in compensation and fines after being convicted of using a forged academic certificate to secure employment.
Milimani Anti-Corruption Court convicted Kelly Gichuri Muiruri, a driver at the company, on four counts following a judgment delivered on October 29, 2026.
The court, presided over by Hon. Celesa Okore, found that Muiruri presented a Kenya Certificate of Secondary Education (KCSE) certificate showing a mean grade of C plain in the 2002 examination, yet he had actually scored D plain.
He was convicted of fraudulent acquisition of public property, uttering a false document, deceiving a principal and presenting a forged certificate. However, he was acquitted of the separate forgery charge.
The court ordered Muiruri to refund KES6,742,673, representing salaries he received between November 2016 and December 2023, or serve four years in prison if he fails to pay.
Additionally, he was fined KES800,000 across the four offences, with individual penalties ranging from KES100,000 to KES300,000. Default prison sentences attached to the fines will run consecutively.
The case followed investigations by the Ethics and Anti-Corruption Commission (EACC), which urged employers to verify academic and professional qualifications to prevent fraud and protect public resources.
