Health Cabinet Secretary Hon. Aden Duale presided over the Performance Contract signing for the 2024/2025 Financial Year with Semi-Autonomous Government Agencies (SAGAs) and Regulatory Bodies under the Ministry of Health.
Duale emphasized that performance contracting ensures clear, measurable targets aligned with national priorities, fostering accountability and a results-driven culture across the public sector.
“We are at a critical juncture in the health sector,” he said, citing the high expectations from the President and citizens, particularly around implementing the Social Health Insurance (SHI) schemes under TaifaCare. He urged agencies to avoid any room for error.
This year’s contracts prioritize the SHI rollout and other flagship programs vital to achieving Universal Health Coverage (UHC). Duale stressed the urgency of these initiatives to improve healthcare delivery.
He also called for integrity and vowed to fight corruption, urging institutional heads to cascade targets across departments and appraise staff accordingly. Key principles for success, he said, include mutual respect, integrity, teamwork, and efficient resource use.
Despite resource challenges and the recent USG Stop Work Order effective January 19, 2025, the CS called for innovation and responsible stewardship. He underscored the importance of timely and accurate performance reporting.
Duale reaffirmed the role of each agency in advancing the national Health Agenda, a key pillar of the Bottom-Up Economic Transformation Agenda (BETA), urging all stakeholders to remain focused and committed.
