The National Environment Management Authority (NEMA) has invited the public to give their views on plans to put up a 25-storey residential building along Ring Road in Westlands, Nairobi.

The proposed development will have 464 apartments, two basement levels, a ground floor and 25 upper floors, according to an environmental impact assessment report received by the authority.

A Gazette notice published on Friday, November 6, said members of the public have 30 days to submit their comments to NEMA’s Director General.

There will be 243 one bedroom, 154 two bedrooms, 66 three bedroom apartments and one penthouse apartment.

The developer is planning to include 284 parking slots, swimming pools, landscaped gardens, play areas for children, and recreational sitting places.

NEMA has come up with several environmental and safety issues associated with this project. They include soil erosion, dust pollution, noise pollution, fire hazards, and increased traffic on Ring Road.

The developer has put forward some proposals to address those concerns. These include water sprinkling to control dust, fire detection devices, and sound barriers.

The plans also include rainwater harvesting, water storage facilities, CCTV surveillance, security lighting and landscaping.

The public participation process will allow residents and other interested parties to raise concerns before NEMA makes a decision on the project.

The proposal comes at a time when high-rise construction in Nairobi is facing increased scrutiny following the collapse of an 18-storey building along 9th Street in Eastleigh on October 23.

The incident left eight people dead, four rescued alive and three others officially listed as missing after the search and rescue operation ended.

The collapse also raised questions about construction approvals in the city. Nairobi Governor Johnson Sakaja said a change-of-use application for the Eastleigh building had been granted in October 2024, but the building plans had not been approved.

The National Construction Authority (NCA) said the project had been registered in July 2025, while reports indicated that the building did not have a NEMA environmental licence.
