The Ministry of Health has assured Universal Health Coverage (UHC) workers that plans to absorb them into permanent and pensionable employment remain on course, despite the ongoing transition from the national government to county payrolls.
In a statement issued on Monday, Health Cabinet Secretary Aden Duale said the government remains committed to ensuring the transfer is completed smoothly without disrupting healthcare services across the country.
The transition follows the government’s decision to move UHC workers to permanent and pensionable terms under county governments with effect from July 1, 2026.
According to Duale, the Public Service Commission had extended the contract of UHC workers until June 30 to give ample time for the necessary administrative and financial processes before the transition.
He added that a multi-agency committee established to oversee the transition has already achieved considerable progress in the process.
The steps that have been put in place include reclassification of funds from the County Governments Additional Allocation (CGAA) to Division of Revenue Act (DORA). This step, as per Duale, will facilitate full responsibility for payroll by the county governments.
The CS assured the workers that after the completion of the process, they would be paid salaries and allowances according to the approved SRC scale.
The CS explained that the ministry is collaborating with Council of Governors, Public Service Commission, National Treasury, Commission for Revenue Allocation and the county governments in order to successfully complete the process.
The CS thanked the UHC workers for their patience and services during the period of the transition process. Duale said the UHC workers have contributed to strengthening health care services in the whole country.
Duale urged the workers to continue reporting to their duty stations as the remaining processes are finalised, adding that county governments should keep their UHC staff informed on the progress of the transition.
The government maintains that the move is part of broader efforts to strengthen the health workforce while advancing the country’s Universal Health Coverage agenda.
