Once again, National Assembly of Kenya is taking the spotlight after one of its senior legal officers Justice Josphat Ngeria Kuyioni has been appointed as a Judge of the Environment and Land Court.
Justice Kuyioni, who had been working as a Senior Legal Counsel in the Directorate of Litigation and Compliance Services, was sworn in during an event at State House Nairobi presided over by President William Ruto.
His appointment was made official by a Gazette Notice dated April 24, 2026 after the competitive recruitment process that the Judicial Service Commission under Chief Justice Martha Koome carried out.
He was sworn in with 13 other judges to the Environment and Land Court, and 24 other judges were sworn into the High Court, which is a major relief for the Judiciary of Kenya.
Justice Kuyioni, prior to his appointment, was the head of the Litigation and Recoveries Department at the National Assembly where he also supervised five advocates.
Kuyion was involved in a number of heavyweight constitutional and legislative cases. In fact, he was one of the lawyers who defended the Finance Act 2023 before the Supreme Court and saved the country from a potential fiscal crisis after the law was initially declared unconstitutional by the courts.
Besides that, he worked in litigation which confirmed the legality of the National Government Constituencies Development Fund (NG-CDF), cooperating with Rarieda MP Otiende Amollo.
Also, he stood for Parliament in very important court cases such as the Building Bridges Initiative (BBI), the Affordable Housing case, and the Computer Misuse and Cybercrime Act.
Kuyioni is the second parliamentary legal officer who has been promoted to the higher courts in recent months, a move that follows the elevation of Senate Legal Services Director Johnson Okello to the Court of Appeal.
