President William Ruto addressed a gathering at State House today, marking the swearing-in of his newly appointed Cabinet Secretaries following the reconstitution of his government.
In his remarks, Ruto acknowledged the challenges Kenya has faced in achieving its national aspirations, including security and prosperity, while also recognizing the need for improved public engagement and communication of government initiatives.

Ruto openly admitted that the administration has struggled with effectively conveying its development agenda, leading to missed opportunities for comprehensive national transformation.
He emphasized the need for public officials to meet the constitutional standards of integrity and service as outlined in Articles 10, 6, and 12 of the Constitution, which stress that public officers are servants of the people and must uphold the highest ethical standards.
The President highlighted the hard work and resilience of Kenyans, who, despite enduring significant economic, geopolitical, and climatic pressures, continue to strive for success.
He noted that the people of Kenya deserve a government that fosters an enabling environment for their success and embodies true servant leadership.
“It is true, and I freely admit today, that due to sub-optimal communication of our development agenda and a feeling of insufficient public engagement, we have lost many opportunities to walk the journey of transforming Kenya with everyone aboard, leaving some citizens unable to connect with the policies, programs, and projects that have been rolled out throughout the country.” – President William Ruto said,
Ruto announced that his administration would implement unprecedented measures to accelerate the national economic transformation agenda with a focus on integrity, efficiency, transparency, and inclusivity.
This commitment, he said, aims to ensure that all levels of public service, from the Cabinet to grassroots officials, uphold the principles of servant leadership and deliver on their mandates effectively.
The ceremony saw 19 new Cabinet Secretaries take their oaths of office, including notable figures such as Kithure Kindiki, Soipan Tuya, John Mbadi, and Rebecca Miano, among others. The new Cabinet is expected to drive forward Kenya’s development agenda and address the expectations of the Kenyan people.
In his closing remarks, Ruto expressed confidence in the new Cabinet’s ability to meet the nation’s high standards and deliver on its promises.
“The privilege of serving in these high-responsibility positions comes with an immense duty to ensure Kenyans receive the best services efficiently, impartially, and promptly,” he said.
