PS Oluga Calls for Better Alignment of Health Financing and Planning

Principal Secretary for Medical Services Dr. Ouma Oluga has called for stronger alignment between health financing, planning and implementation to ensure investments in the sector translate into improved health outcomes and greater financial protection for Kenyans.

Speaking during the Finance Ministers’ Dialogue on Health Co-Investment in Nairobi, Dr. Oluga said sustainable health financing requires predictable resources, efficient execution, accountability and strategic investment in priority areas.

He emphasized the need for a unified approach anchored on One Plan, One Budget and One Monitoring and Evaluation Framework to bring together national and county governments, development partners and other stakeholders.

According to Dr. Oluga, the approach will help ensure that health investments are directed towards shared priorities, efficiently implemented and assessed against measurable results.

He said the Government’s objective is to build confidence that every additional shilling invested in healthcare is properly prioritised, transparently tracked and converted into tangible improvements in health outcomes.

Dr. Oluga identified investments in the Social Health Authority, primary healthcare, health products and commodities, local manufacturing, the health workforce and digital health as key components of an integrated strategy.

He said coordinated investment in these areas will support Kenya’s pursuit of Universal Health Coverage while strengthening the sustainability and resilience of the country’s health system
