Principal Secretary for the Blue Economy Betsy Njagi has announced plans to establish a Joint Technical Working Group to oversee the implementation of Kenya’s Blue Carbon Ecosystems Nationally Determined Contributions Implementation and Investment Plan (2025–2035).
The proposed team will bring together key stakeholders to coordinate the implementation of the 10-year plan, which seeks to strengthen conservation, restoration and sustainable management of blue carbon ecosystems while attracting climate-resilient investments.
Njagi announced the initiative after hosting representatives from Fauna & Flora Kenya, led by Country Director Serah Munguti, and Neel Inamdar of The Pew Charitable Trusts (UK), who paid a courtesy call to her office.
The meeting focused on strengthening partnerships and developing strategies to implement the recently launched Blue Carbon Ecosystems Nationally Determined Contributions Implementation and Investment Plan (BCE-NDC I&IP 2025–2035).
The plan provides a framework for advancing climate action through the protection and sustainable management of blue carbon ecosystems, including coastal and marine habitats that play an important role in absorbing and storing carbon.
Njagi commended Fauna & Flora, The Pew Charitable Trusts and other development partners for supporting the development of the investment plan, noting that their contribution had helped establish a roadmap for Kenya’s blue economy and climate agenda.
She said the government remained committed to ensuring the plan moves from policy development to practical implementation through coordinated partnerships and sustainable investments.
“The Plan provides a clear roadmap for advancing climate action, promoting the conservation and sustainable management of blue carbon ecosystems, and fostering sustainable investments in the Blue Economy,” Njagi said.
The Principal Secretary called on development partners, conservation organisations and other stakeholders to strengthen their financial and technical support towards implementing the plan.
She noted that collaboration would be essential in advancing the plan’s objectives of conserving and restoring blue carbon ecosystems while unlocking investment opportunities that strengthen climate resilience.
The establishment of the Joint Technical Working Group is expected to provide a coordination framework for bringing together government agencies, development partners and other stakeholders involved in the implementation process.
The initiative comes as Kenya seeks to strengthen the role of its marine and coastal resources in climate change mitigation, environmental conservation and sustainable economic development.
Through the 2025–2035 implementation and investment plan, the government is seeking to align blue carbon conservation with its wider Blue Economy agenda while encouraging investments that deliver environmental and economic benefits.
