Kabogo Calls for Action as Africa Adopts Connectivity Roadmap

ICT Cabinet Secretary William Kabogo has called for swift implementation of a new continental digital framework following the adoption of the Algiers Declaration on African Telecommunications Sovereignty and Integrated Connectivity (2026–2030).

Speaking in Algiers, Kabogo said the declaration marks a turning point in Africa’s approach to telecommunications, positioning connectivity as a critical pillar for economic transformation, resilience, and sovereignty.

He noted that while the agreement sets a clear vision for the continent, the focus must now shift to coordinated action, measurable progress, and tangible outcomes for citizens.

The declaration commits African countries to expanding affordable internet access, especially in rural and underserved areas, while investing in integrated infrastructure that links terrestrial, submarine, and satellite networks.

It also outlines plans to strengthen local digital capacity through the development of data centres, internet exchange points, and secure cloud systems, alongside enhancing cybersecurity and protecting critical telecommunications infrastructure.

Kabogo emphasized that bridging the digital divide remains central to Africa’s development agenda, warning that lack of access to connectivity not only limits economic opportunities but also undermines digital sovereignty.

African ministers further agreed to promote secure and interoperable digital ecosystems, while investing in human capital and local industries to support long-term growth in the digital economy.
