Government Expands Investment in Health Infrastructure through Public–Private Partnerships

The government has reiterated its reaffirmation of commitment to Universal Health Coverage (UHC), guaranteeing every Kenyan affordable quality health without depleting their pockets.

President William Ruto, on October 29, 2025, launched a KSh130 million advanced CT scan facility at Nakuru County Referral and Teaching Hospital, describing it as a significant milestone towards increased access to specialty healthcare throughout the country.

The facility was launched under the Medical Equipment Services Programme, a PPP model in which private sector partners supply and maintain medical equipment with only the hospitals paying for services rendered.

While launching the facility, President Ruto noted that the government is using such partnerships to bridge the gap of diagnostic and treatment facilities, especially in county hospitals.

We believe in making certain that no Kenyan is required to go far or spend beyond their means to access good health care. And through these partnerships, we’re improving our hospitals and bringing new medical technology to the communities where they’re needed most,” he said.

The CT scan machine equipped with an AI-driven technology and a specialized cardiac treatment kit will substantially enhance the diagnostic capability of the hospital from 50 to 100 scans per day on average shortening the waiting time and enhancing early diagnosis of life-threatening conditions.

Under this PPP deal, the Ministry of Health will install more than 70 modern machines at public hospitals nationwide, enhancing access to modern diagnostic services and moving towards the vision of affordable, quality, and equitable healthcare to all Kenyans.
