Kenya has begun operationalising the Kenya Meteorological Service Authority following the enactment of the Meteorology Act No. 7 of 2026. Environment PS Fetus Ng’eno chaired a meeting to review progress on the transition.
The meeting reviewed progress towards operationalising the Authority, focusing on institutional structures and human resource frameworks needed to support its statutory mandate.
Three key instruments are being developed: the organisational structure, grading and staff establishment; career guidelines; and the Human Resource Policy and Procedures Manual.
According to Ng’eno, the instruments will define staffing requirements, establish clear reporting relationships, provide career progression pathways and guide human resource management in line with public service regulations.
The committee also reviewed the proposed organisational framework against the previous structure, approved by the Public Service Commission on February 21, 2024, when KMD operated as a directorate within the State Department for Environment and Climate Change.
The proposed changes are expected to align staff grading with institutional responsibilities and strengthen service delivery.
The Human Resource Policy and Procedures Manual incorporates the Constitution, applicable labour laws, the 2016 Public Service Human Resource Policies and Procedures Manual, and other relevant regulations.
The transition committee comprises representatives from the State Department for Public Service and Human Capital Development, Management Consultancy Services, the Public Service Commission, and the State Corporations Advisory Committee.
The transition aims to establish a strong institutional foundation for reliable meteorological services, training and research, supporting national development, climate resilience, and public safety.
