The Senate Public County Investments and Special Funds Committee met on Thursday to review the financial statements of the Kitui County Textile Center for the fiscal years 2019/20, 2020/21, and 2021/22.
Kitui Governor Dr. Julius Malombe appeared before the committee to address concerns related to the center’s financial performance and accountability.
The committee revealed that the Auditor-General had issued adverse opinions for the center’s financial statements for 2019/20 and 2020/21, pointing to significant management and financial issues that posed risks to the center’s operations and sustainability.
Senator Osotsi, representing the committee, announced key resolutions.

“The committee issues summons, in accordance with Article 125 of the Constitution and sections 18 and 20 of the Parliamentary (Powers and Privileges) Act, 2017, to former Kitui County Governor Charity Ngilu, former top management officials, and all individuals who signed the financial statements for the Kitui County Textile Center for the fiscal years 2019/20, 2020/21, and 2021/22.”
Additionally, the committee has requested Governor Malombe to provide several reports and documents within three days.
These include a status report on the center, the names and contact details of the Board of Directors, and information on the signatories to the center’s bank accounts.
The Ethics and Anti-Corruption Commission (EACC) has also been invited to participate in a meeting next month to further investigate the financial issues at the Kitui County Textile Center.
