President William Ruto has launched a monthly stipend for village elders, marking the first time the government has formally recognised their role in community leadership.
Ruto made the announcement on Tuesday during a meeting with more than 10,000 village elders at State House, Nairobi.
He was joined by National Assembly Majority Leader Kimani Ichung’wah, Prime Cabinet Secretary Musalia Mudavadi and Mombasa Governor Abdulswamad Sheriff Nassir.
The President said every village elder across the country will receive a monthly stipend of KSh3,000.
“Beginning today, every village elder will receive a stipend. This is a sign that the government respects and recognises your contribution to the leadership of our country,” Ruto said.
He said the stipend is part of the government’s efforts to formally recognise village elders, who have served communities for decades without pay.
More than 106,000 village elders are expected to benefit from the programme under the Jukwaa La Usalama initiative.
The government has allocated KSh3.9 billion for the programme, with the first payments covering July and August 2026.
Ruto said village elders play a critical role in resolving disputes, promoting peace and supporting local administration.
He added that the stipend is aimed at strengthening grassroots leadership and enhancing community security through closer collaboration with the government.
The announcement marks a significant policy shift, ending decades of voluntary service by village elders without direct government compensation.
