President William Ruto has said the Sh2 trillion Dangote East Africa Refinery must create jobs, businesses and skills for Kenyans, with the project expected to generate up to 60,000 direct and indirect jobs.
Speaking during the groundbreaking ceremony in Mokowe, Lamu County, on Wednesday, Ruto said the success of the refinery would be measured not only by its investment value but by its impact on communities.
“This refinery’s scale will be measured in barrels and dollars. Its success must be measured in skills gained, enterprises built, livelihoods protected and public trust earned,” Ruto said.
He directed the government and developer to establish clear recruitment and training programmes for welders, technicians, engineers and managers.
Ruto also said local businesses should benefit from opportunities in transport, accommodation, logistics, construction, maintenance and professional services.
He acknowledged concerns over land, fishing livelihoods and environmental protection, promising that residents’ rights would be protected.
The President said the refinery would also drive demand for housing, water, transport and other services, transforming Lamu into a major economic hub.
“A project worthy of Africa’s ambition must be worthy of the trust of the people of Kenya,” he said.
