President William Ruto and former premier Raila Odinga have jointly established a five-member committee to oversee the implementation of the ten point agenda agreed on in the ODM-UDA Memorandum of Understanding (MoU).
The MoU, which was signed by President Ruto and Raila on March 7, 2025, acting in their capacities as party leaders of UDA and ODM respectively, established a broad framework for cooperation and collaboration across all political formations and other key stakeholders.
The five tasked with overseeing the implementation of the ten-point agenda include Agnes Zani who will chair the committee with Fatuma Ibrahim, Kevin Kiarie, Gabriel Oguda and Javas Bigambo serving as members.
A joint secretariat, co-led by executive secretaries from UDA and ODM, has also been established to support the committee’s operations.
The committee will be fully funded and facilitated by both UDA and ODM.
The ten point agenda on the table as captured in the MoU are
1. Full implementation of the NADCO Report.
2. Inclusivity in all spheres of public life.
3. Protecting and strengthening devolution.
4. Promoting and protecting the livelihood of the youth.
5. Leadership and integrity.
6. The right to peaceful assembly as enshrined under Article 37 of the Constitution of Kenya; and compensation for victims of protests and Riots.
7. The National debt.
8. Fight against corruption.
9. Stopping wastage of public resources and promoting Government efficiency.
10. Protecting and promoting sovereignty of the people, rule of law, and Constitutionalism.
