Parliament to Train CDF Managers on Using TikTok, Facebook, Instagram for Public Engagement

Constituencies Development Fund (CDF) managers will receive training on how to use TikTok, Facebook and Instagram in an effort to engage with the public more, as part of a broader push by Parliament to embrace digital tools in governance.

This initiative was announced by Kenya’s Special Envoy on Technology Ambassador Philip Thigo, during a meeting between the National Assembly Committee on Communication, Information and Innovation.

The Committee Chair John Kiarie who is also the Dagoretti South MP, said the move is part of a wider strategy to equip legislators and fund managers with digital and AI literacy, enhancing their capacity to leverage emerging technologies in service delivery.

"I will to engage the Centre for Parliamentary Studies and Training to ensure that Members of Parliament are well versed with AI and emerging technologies," said Kiarie.

Ambassador Thigo noted the transformative potential of digital tools, noting that platforms like TikTok and Meta can serve as powerful channels for public participation, transparency, and dissemination of development milestones.

“AI has the potential to drive economic growth, scale innovation and create high-value opportunities while preserving and integrating our culture,” Thigo said.

He pointed out that Kenya has a solid global ranking in ICT regulation (93 out of 100), even if only 42% of people have access to the internet. He then urged lawmakers to push for cheaper data costs, better infrastructure, and more access to digital gadgets.

The committee said it will further engage Ambassador Thigo in upcoming sessions to improve Kenya’s participation in global digital governance.
