Trans Nzoia Governor George Natembeya has asked Inspector-General of Police Douglas Kanja to explain why his security detail has been withdrawn for the second time.
In a statement issued on Thursday, October 15, the governor said the latest decision had raised concerns and called on the National Police Service to clarify the reasons behind it.
Natembeya also wants the police to explain whether the proper procedures were followed before his security arrangements were changed.
“I am particularly concerned that this is happening for the second time,” he said, calling for a formal explanation from the Inspector-General.
The governor said he was not opposed to lawful security reviews but insisted that such decisions must be made professionally and without political interference.
He argued that changes to his security arrangements should comply with the Constitution and the principles of fair administrative action.
Natembeya cited Article 47 of the Constitution, which guarantees every person the right to administrative action that is lawful, reasonable and procedurally fair. The article also provides for written reasons where administrative action adversely affects a person’s rights or freedoms.
He further referred to a High Court ruling reported on June 3, 2025, concerning the withdrawal of security assigned to five governors.
Natembeya says that the court held that withdrawal of the security without prior written notification, hearing and written reasons breached Article 47 of the constitution.
This latest lawsuit comes after the previous one filed in November 2025 where the governor complained that his security had been withdrawn without prior communication and any explanation.
In December 2025, the high court ordered that the security withdrawal of the Natembeya and other leaders be restrained.
His latest statement comes days after President William Ruto criticised the governor’s “Tawe” slogan during a roadside address in Endebess on Saturday, October 10.
During the address, Ruto accused Natembeya’s political stance of standing in the way of development projects in Trans Nzoia, including roads and hospitals.
However, Natembeya’s statement focused on the withdrawal of his security and the need for the police to explain the decision.
The governor maintained that he was not seeking exemption from lawful security reviews but wanted any changes to be handled in line with the law and established procedures.
