MP Salasya Questions Oversight of Planned Infrastructure Fund

Mumia East Member of parliament Peter Salasya on Wednesday raised concerns over the structure and governance of the proposed Infrastructure Fund framework.

In a statement he shared on his social media platforms , the first time member of parliament warned that the move could weaken parliamentary oversight on public finances.

The MP wondered why a fund projected to the tune of 5 trillion would be placed under the authority of a single Cabinet Secretary with supervision only at the Cabinet level.

“How can a fund projected to hold close to Ksh 5 trillion be placed under the authority of a single Cabinet Secretary, supervised only at Cabinet level, without clear and comprehensive oversight from the National Assembly? This raises fundamental constitutional and democratic questions, “he stated.

He argued that such an arrangement raises fundamental constitutional and democratic concerns, especially if the fund is allowed to collect, borrow and spend public resources without comprehensive oversight from the National Assembly of Kenya.

He argued that the constitution of Kenya only mandates the parliament and especially national assembly to authorize taxation, approve borrowing and oversee public expenditure as a way of safeguarding public resources and ensuring accountability to citizens.
