Ledama Calls for Halt on New Projects in FY2026/27 Budget

Ledama Olekina has called on the National Treasury to avoid allocating funds to new projects in the 2026/2027 financial year budget until all ongoing government projects are completed and verified pending bills settled.

In a statement, the Narok Senator argued that the government should first honour existing promises and complete stalled developments before introducing fresh spending commitments.

“Kenya’s FY 2026/2027 budget should not fund new projects until all existing promises and ongoing projects are completed, and all verified pending bills are paid. Treasury must stop using Article 223 to spend outside the Appropriation Act and the budget approved by Parliament, except strictly within constitutional limits,” he said in a statement.

Olekina said the continued rollout of new projects while older ones remain unfinished has contributed to wasteful expenditure and growing financial pressure on the country.

The Senator also criticised the use of Article 223 of the Constitution, saying the Treasury must stop spending outside the Appropriation Act and the budget approved by Parliament except within strict constitutional limits.

He maintained that Article 223 should only be invoked in urgent and exceptional circumstances as provided for in law, warning that overreliance on the provision undermines parliamentary oversight and accountability in public finance management.
