Kenya Unveils Quality Healthcare and Patient Safety Bill to Boost UHC Reforms

The Ministry of Health has introduced the Quality Healthcare and Patient Safety Bill, 2025, a key step in advancing Universal Health Coverage (UHC) reforms under the Bottom-Up Economic Transformation Agenda (BETA).

Speaking during a stakeholders’ forum, Health Cabinet Secretary Aden Duale said the proposed legislation aligns with five UHC pillars, including publicly funded primary healthcare, telemedicine integration, protected health financing, emergency treatment funding, and universal social health insurance.

The Bill proposes the creation of a Healthcare Tribunal to address disputes between patients, providers, and health workers, aiming to enhance accountability and justice in medical services, including newer sectors like aesthetic procedures.

CS Duale said the Bill would help restore public trust in the health system and position Kenya as a leader in quality healthcare delivery, reaffirming its alignment with Vision 2030 and BETA priorities.
