Govt Moves Stamp Duty Valuation Online for Nairobi and Mombasa Land Deals

Starting Monday, August 11, all stamp duty valuation applications for land transactions in Nairobi and Mombasa will be processed online, the Ministry of Lands has announced.

The new move will be implemented via the Ardhipay Land Stamp Duty Module on the government’s digital platform, Ardhisasa.

The ministry says the shift is aimed at boosting efficiency, transparency, and convenience in land transactions.

However, the ministry clarified that Mombasa Block XVI and Block XVII are exempt from the online system for now. “Stamp duty valuation applications in the Central Registry and Mombasa Registry, excluding Mombasa Block XVI and XVII, shall be processed online through the Ardhipay module,” the ministry said in a public notice on Wednesday, August 8.

Stamp duty valuation is a government assessment that determines how much tax a land buyer must pay when transferring property ownership.

Ardhisasa, the platform handling this process, allows Kenyans to carry out land searches, register transfers, pay land rent, and access services like physical planning and property valuation all digitally.

To support users, the ministry has made free tutorials available on the State Department for Lands and Physical Planning’s social media platforms. These guides walk users through every step from opening an account to more complex tasks for professionals such as lawyers and surveyors.

This announcement comes just days after the National Land Commission (NLC) said it had begun a compulsory land acquisition process on behalf of Kenya Railways Corporation (KRC).

The parcels in question will be used for the upcoming 30.5 km Standard Gauge Railway (SGR) line connecting Riruta, Ngong, Kiserian, and Ongata Rongai, as outlined in a gazette notice dated July 1, 2025.
