Kenya has completed the first phase of a framework that will shape the country’s digital adoption going forward.
This is after Cabinet Secretary for Information, Communications, and the Digital Economy Margaret Nyambura Ndung’u, launched the ICT Sector Working Group (SWG) report, marking a significant step in shaping Kenya’s digital future.
The SWG, established to review current policies and propose reforms, presented a comprehensive strategy to propel Kenya into a vibrant digital economy over the next 15 to 20 years.
"Our focus now is to ensure that these important recommendations become a reality in the coming months and years," said Nyambura.To ensure effective implementation, the Ministry plans to establish a high-level project governance framework, chaired by the CS, involving key government officials and agencies.

Additionally, a Multi-Stakeholder Project Coordination and Delivery Unit will be formed to oversee progress, bringing together experts from various sectors to guide the execution of the reforms.
The Ministry will also collaborate with the National Treasury and other agencies to develop a National Portfolio Programme and Project Management Policy, ensuring efficient management of ICT projects across the country.
“First, we will adopt a high-level project governance framework that will include the Change & Transformation Management Office (CTMO), Chaired by myself as the CS, with PSes and CEOs of the critical SAGAs as members. This will ensure that we keep track of the implementation progress of the SWG Report recommendations,” the CS said.Despite the progress, the CS acknowledged challenges, including the digital divide in rural areas and among marginalized groups, as well as the need for updated cybersecurity and legislative frameworks.
However, she expressed optimism, noting that the report offers immense opportunities for Kenya to become a global leader in the digital economy.
Ndung’u called on all stakeholders, including government agencies, the private sector, and international partners, to support the implementation of the report’s recommendations. These align with her priority areas, such as accelerating broadband access, promoting digital skills and job creation, and supporting innovation in the startup ecosystem.
