A former Assistant Elections Officer at the Independent Electoral and Boundaries Commission (IEBC) has been convicted and fined KSh80,000 for using a fake academic certificate to seek a promotion.
The Milimani Anti-Corruption Court found George Kipyatich Kibor guilty of uttering a false document in a judgment delivered on September 17, 2026.
The court fined Kibor KSh80,000 and ordered that he serve eight months in prison if he fails to pay the fine.
“Investigations by the Ethics and Anti-Corruption Commission (EACC) established that Mr. Kibor had submitted a forged Bachelor of Business Management (Finance and Banking) degree certificate, purportedly issued by Moi University, in support of his application for promotion from IEBC Grade 8 to Grade 7,;’statement read.

The certificate was presented in support of his application for promotion from IEBC Grade 8 to Grade 7.
Kibor was subsequently arrested and charged at the Milimani Anti-Corruption Court on March 10, 2026, with forgery of a degree certificate and uttering a false document.
However, the court acquitted him of the forgery charges but found him guilty of uttering a false document.
The EACC welcomed the conviction and sentence, saying the outcome should serve as a deterrent to individuals who use fraudulent academic documents to obtain employment benefits or advance their careers.
The commission said the case demonstrates the consequences of presenting false academic qualifications in public institutions.
The conviction comes amid continued efforts by anti-corruption agencies to address the use of forged academic and professional certificates in public service.
The EACC has continued to investigate cases involving fraudulent documents used to secure employment, promotions and other benefits in public institutions.
