The Ethics and Anti-Corruption Commission (EACC) has arrested director of a security company in a case of a Kshs 5. 4 million fraud during the procurement of security services at Keroka Technical Training Institute.
The suspect, Gilbert Momanyi Maturwe, a director at Gimo Security and Investigation Services Limited, was arrested after investigations into the awarding and execution of the security services contract were made.
According to the EACC, the company was awarded a monthly contract of Kshs 257, 000 for a period of two financial years with the total contract value at 5, 448, 000, million.
Further inquiry showed that the number of security guards being deployed under the contract was reduced, the payments were allegedly made at the full contractual rate causing suspicions of public funds being lost, say the investigators.
The anti-corruption body has also disclosed that a Tax Compliance Certificate submitted by the company during the tendering process was an alleged forgery and wasn’t generated from the Kenya Revenue Authority (KRA) system.
Upon completion of the investigations, EACC submitted the case file to the Office of the Director of Public Prosecutions (ODPP) which sanctioned the suspect to be charged with procurement fraud, uttering a false document, and fraudulent acquisition of public property.
Maturwe was arraigned before the Chief Magistrate’s Court in Kisii where he pleaded not guilty to the charges filed against him.
He was released on bail by the court for an amount of Kes1 million in cash or alternatively, Kshs 2 million bond with two sureties of a similar amount. Also, the court directed him to hand over his passport until the conclusion of the case.
The hearing has been scheduled for July 6 2026 when the parties will give further directions.
