President William Ruto has appointed Duncan Oburu Ojwang as the new chairperson of the Independent Policing Oversight Authority (IPOA), giving him a six-year term at the agency tasked with keeping an eye on the police.
The appointment was contained in a Gazette Notice dated August 31, 2026, issued under the Independent Policing Oversight Authority Act.
Ojwang will take over as IPOA chairperson as the authority continues its work of providing civilian oversight of the National Police Service.
The President also appointed Wilson Sossion and Antonina Lentoijoni as members of the Teachers Service Commission (TSC), also for a six-year term.
The two will join the commission responsible for managing and regulating teachers in Kenya’s public education system.
Their appointments were made under Article 250(2) of the Constitution, together with Section 8(10) of the Teachers Service Commission Act.
New Appointment to Public Service Commission
In another appointment contained in the Gazette Notice, Ruto named Flora Nduku Mutua as a member of the Public Service Commission (PSC) for six years.
The latest changes come only days after the President made several other appointments to government boards and agencies.
In a Gazette Notice issued on August 28, Ruto appointed retired Major General William Karisa Shume as chairperson of the Advisory Committee on Military Veterans for a four-year term.
The same notice included new appointments and reappointments to the National Research Fund, National Commission for Science, Technology and Innovation and the Kenya Medical Training College Board.
The latest appointments add to a series of changes in leadership across state institutions in recent weeks.
For IPOA, Ojwang will be taking charge of an authority whose work includes investigating complaints against police officers and monitoring the conduct of the National Police Service.
The TSC appointments, meanwhile, come as the commission continues to oversee issues affecting teachers, including recruitment, discipline and the management of the teaching workforce.
The new members are expected to serve their respective terms as the institutions continue carrying out their constitutional and legal mandates.
