The National Assembly has invited members of the public and stakeholders to submit memoranda on Kenya’s proposed accession to the Budapest Convention on Cybercrime.

The invitation has been issued by the Clerk of the National Assembly in accordance with Article 118(1)(b) of the Constitution and Section 8 of the Treaty Making and Ratification Act, Cap. 4D, as Parliament considers the convention during the Thirteenth Parliament – Fifth Session (2026).

The Budapest Convention on Cybercrime was tabled before the National Assembly on June 2, 2026, and referred to the Departmental Committee on Communication, Information and Innovation for consideration and reporting to the House.

According to the parliamentary notice, the convention is an international treaty aimed at strengthening cooperation in addressing cybercrime and electronic evidence.

It provides for the prohibition of computer-related misconduct, including illegal access, data and systems interference and computer-related child pornography.

The convention also provides procedures for investigating cybercrime and securing electronic evidence relating to offences, as well as international cooperation on offences committed through or involving computers.

The Departmental Committee on Communication, Information and Innovation is therefore seeking views from the public and stakeholders before the National Assembly considers Kenya’s accession to the convention.

Copies of the convention and accompanying memorandum to Parliament are available at the National Assembly Table Office, Main Parliament Building, and on the Parliament website.

Members of the public and interested stakeholders have been directed to submit their memoranda to the Clerk of the National Assembly, P.O. Box 41842-00100, Nairobi, or hand-deliver them to the Office of the Clerk, Main Parliament Buildings.

Submissions may also be emailed to cna@parliament.go.ke.

The deadline for submitting memoranda is Friday, September 11, 2026, at 5:00 p.m.
