Mombasa-based politician and activist Caleb Okumu Ngwena has been arrested by detectives in connection with the alleged abduction of two Form Three students who went missing in Kisauni.
The Directorate of Criminal Investigations (DCI) said Ngwena was arrested after investigations into the disappearance of the two minors, who were reported missing on August 27, 2026.
According to the DCI, the two students were allegedly abducted on August 25 at Sensera in Kiembeni.
Investigators said Ngwena allegedly acted with an accomplice who is still at large.
The two minors were allegedly forced to cut communication with their families before being taken to Kiambu County, where the DCI said they were confined in an empty room.
The agency said one of the minors was allegedly sexually assaulted during the ordeal.
The children were later released after several days but were allegedly threatened with death if they disclosed what had happened to them.
Ngwena is expected to appear before a court on Monday, September 7, where he is expected to face charges of defilement, kidnapping and child trafficking.
The DCI said investigations are continuing as detectives pursue the second suspect and seek to establish the full circumstances surrounding the incident.
The agency warned that it would pursue people involved in the trafficking, exploitation or abuse of children.
“Kidnapping, defilement and child trafficking are grave offences that rob children of their innocence, safety and future,” the DCI said.
Ngwena has previously been involved in politics in Kisauni. An IEBC record lists him among candidates who contested the Kisauni parliamentary seat in the 2017 General Election.
He remains a suspect at this stage, and the allegations against him will be tested in court.
