The planned construction of the KSh2.2 trillion Dangote oil refinery has put security in Lamu back in focus, with the Kenya Defence Forces (KDF) calling for continued vigilance around major infrastructure projects in the region.

Major General William Kamoiro, the Central Command General Officer Commanding, made the call on Thursday, October 15, when he visited troops serving under Operation Amani Boni in the Boni Enclave.

Kamoiro urged the soldiers to rely on intelligence to identify and respond to threats, saying security efforts needed to continue as activity around the region’s major projects grows.

The refinery is among the developments expected to bring more workers and businesses to Lamu. The project, which is planned to take 40 months, is expected to process up to 700,000 barrels of crude oil daily and include a petrochemical complex.

President William Ruto has also announced plans for 3,000 houses to accommodate workers linked to the refinery.

The security review comes as the refinery project faces a court challenge from 133 residents over land ownership and environmental concerns.

On Wednesday, 14th October, the High Court sitting in Malindi decided not to grant further orders restraining the project as the matter proceeds. The locals claim that their land rights are in danger and wonder whether the developers have complied with environmental conditions.

During his visit to the Boni Enclave, Kamoiro also addressed the conduct and welfare of the troops. He warned against gambling, predatory lending and drug abuse, saying such habits could affect discipline and soldiers’ ability to perform their duties.

He further urged the personnel to keep fit, handle their finances responsibly and take care of military equipment and other resources.
