The Ethics and Anti-Corruption Commission (EACC) has arrested a Turkana County Government nurse and his business partner over an alleged conflict of interest in the award of county contracts worth KSh2.76 million.

The suspects are Gilbert Suleiman Eskuku, a registered nurse employed by the county government, and Abass Abdi Yusuf, his co-director at Ekwang Suppliers Company Limited. The commission said the contracts resulted in payments totalling KSh2,763,681.

According to the EACC, investigations focused on the alleged irregular award of contracts to Ekwang Suppliers Company Limited by the County Government of Turkana between 2017 and 2021.

The commission established that Eskuku allegedly used the company, in which he served as a director alongside Yusuf, to secure contracts and receive payments from the county government while still employed as a public officer.

Investigators further alleged that Eskuku withdrew the payments in cash shortly after they were made, in an attempt to conceal the source of the funds.

Following the conclusion of investigations, the EACC forwarded the inquiry file to the Director of Public Prosecutions (DPP), who approved the prosecution of the two suspects and the company.

The suspects are expected to face charges including conflict of interest, money laundering and acquisition of proceeds of crime.

The two were being processed at the EACC North Rift Regional Office in Eldoret ahead of their arraignment before the Anti-Corruption Court on Thursday, October 15, 2026.

Apart from the criminal proceedings, the commission said it would institute civil proceedings to recover the public funds and seek forfeiture of assets established to have been acquired using proceeds of crime.

The EACC also called on state organs and public entities to strengthen compliance with the Conflict of Interest Act, 2025, by putting in place effective measures for the declaration, management and prevention of conflicts of interest among public officers.
