- 2025 Traffic Rules among others propose to cancel driving licenses of non compliant drivers

The Ministry of Roads and Transport has extended the deadline for public comments on the proposed 2025 Traffic and Transport Regulations by two weeks, setting a new submission deadline of Tuesday, July 22, 2025.
The extension follows the publication of Gazette Notice Vol. CXXVII – No. 129 and a public notice titled “Notification of Regulatory Impact Statements on the Proposed Traffic and Transport Regulations, 2025” issued on June 18 and June 24, 2025, respectively.
Members of the public are invited to submit feedback on the wide-ranging draft rules, which include major changes to road safety and vehicle compliance standards in the country.
Key Proposals in the Draft Regulations:
- Mandatory inspections for vehicles older than four years.
- Tougher drink-driving regulations, including stricter alcohol limits and mandatory use of breathalyzers and lab tests.
- Reclassification and stricter oversight of salvaged vehicles.
- New safety and licensing standards for school transport services, including drivers and vehicles.
- Enhanced compliance for commercial service vehicles, including installation of speed governors, telematics, and mandatory safety audits.
The draft regulations under review are:
- Traffic (Motor Vehicle Inspection) Rules, 2025
- Traffic (School Transport) Rules, 2005
- Traffic (Drink Driving) Regulations, 2025
- NTSA (Operation of Commercial Service Vehicles) Regulations, 2025
Public input is to be submitted using prescribed formats available on the Ministry of Roads and Transport website (www.transport.go.ke) and the National Transport and Safety Authority (NTSA) website (www.ntsa.go.ke). Physical copies can also be requested at the Ministry headquarters at Transcom House, Ngong Road, Nairobi.
Those who had previously submitted their proposals are advised to re-submit them in the new format to ensure their feedback is formally considered.
Submissions—either written or in memorandum form—can be sent via email or delivered to any Ministry or NTSA office countrywide before the new July 22 deadline.
